Similar gestures can have different meanings depending on the situation and the context. Here a person is raising their hand 🙋 in order to greet somebody. Or perhaps, it's a school student that has the wrong answer and is willing to share their silliness with the teacher. There is a woman gesturing that she is in a shelter 🙆. In the USA it means that she's doing fine.
On the opposite, there are also gestures which always symbolize the same. Nobody uses facepalm to say «oh, I got something in my eye». Shrugging emoji never means «I'm Atlas, give me something to carry on my shoulders».
